The part nobody tells you
EDWOSB is the bigger certification, not the smaller one
It sounds like a narrower version of WOSB. It is the opposite. EDWOSB reaches all 733 designated industries. Plain WOSB reaches 626. The other 107 are EDWOSB-only, and janitorial services is one of them. Get certified WOSB alone and you cannot bid them.

You should never pay to get certified
SBA charges nothing, at certify.sba.gov. Companies charge $500 to $3,000 to fill in the form for you. That is a real service if you want it, but it is not a requirement and it does not make approval faster or more likely.
